Not to split hairs, but the rule says STEPS. Plural. I didn't count how many times she stepped on the line, but IF it was only once, then that's not STEPS. Now we have the fact that they did not cone the area correctly. Why didn't they just have a rail there in the first place???
Read it again Tim. The context is "When a competitor steps on or over the lane line". So in this grammatical context "steps" is actually not a plural noun, but a verb tense
(I haven't seen the race, so I don't have an opinion either way on the disqualification).
